历史制度主义视角下我国腐败治理体制变迁研究

摘　　要：腐败治理体制是影响腐败治理成效的重要因素,腐败治理的演进历程背后往往是腐败治理体制的替代、转换过程。探索改革开放以来我国腐败治理体制变迁的演进逻辑,有助于探索腐败治理的深层结构、根本动力和路径依赖。历史制度主义分析范式与腐败治理体制变迁研究具有良好的契合性。从历史制度主义分析视角看,改革开放以来我国腐败治理体制变迁演进脉络,可划分为恢复重建期、适应性变革期、深化改革期和全面协同改革期。利用历史制度主义分析范式分析腐败治理体制变迁的深层结构、内外动力机制和路径依赖核心要素,可以再现我国腐败治理体制变迁过程和基本制度逻辑。The evolution of corruption governance is essentially a process of substitution andtransformation of corruption governance system. Exploring the evolution logic of corruption governance systemchange in China since the reform and opening-up will help to determine the deep structure, fundamentalmotive force and path dependence of promoting corruption governance system change at the practical level,and promote the innovation and improvement of corruption governance system in the future. The analysisparadigm of historical institutionalism is in good agreement with the research on the change of corruptiongovernance system. From the perspective of historical institutionalism, the evolution of China’s corruptiongovernance system since reform and opening -up mainly includes four historical stages: the period ofrestoration and reconstruction from 1978 to 1992, the period of adaptability from 1992 to 2002, the period ofdeepening reform from 2002 to 2012 and the period of comprehensive and coordinated reform from 2012 tonow. Based on the analysis of the evolution context, this paper uses the Historical institutionalism analysisparadigm to analyze the deep structure, internal and external motivation mechanism and path dependence coreelements of corruption governance system change, and reproduces the process and basic system logic ofcorruption governance system change in China.
