创新资源丰度视域下京津冀区域现代化经济体系构建路径

摘　　要：在由要素和投资驱动步入创新驱动阶段后,创新成为驱动经济增长的主要动力,创新资源丰度与产业发展、经济增长的关联度显著提升。构建现代化经济体系是中国未来一个时期的战略任务,既需要国家层面谋划与推进,也需要各区域发挥各自优势、分工协作。大区域层面也是一个需要引起关注的层级,创新资源丰度对每个区域产业选择、现代化经济体系构建等起着重要甚至决定性作用。创新资源丰度直接影响着大区域创新能力,也决定产业选择和在产业链条中层次,进而又推动着区域体制机制变革和创新生态与营商环境提升。所以,京津冀区域现代化经济体系构建的逻辑次序是:梳理创新资源丰度与特点,选择与此相关的主导产业及关联产业,以科技创新、产业发展的需求为导向构建适宜的体制机制和良好营商环境,由此形成资源-动力-产业-体制-环境-反馈的闭环和整体良性循环,政府政策也应由此展开。Since we entered the innovation-oriented stage driven by factors and investment,innovation has become the main driving force of the economic growth,and the correlation between the abundance of innovation resources and industrial development and economic growth has been significantly increased. Building a modernized economic system is China’s strategic task in the coming period. It requires not only planning and promotion at the national level,but also giving full play to each region’s respective advantages and division of labor and cooperation. The large regional level is also a level that needs to be paid attention to. The abundance of innovative resources plays an important and even decisive role in industrial selection and the construction of modern economic system in each region. The abundance of innovative resources will directly affect the innovation capability of large regions,determine the industrial choice and level in the industrial chain,and further promote the reform of regional system and mechanism and the improvement of innovation ecosystem and business environment. Therefore,the logical sequence of building the Beijing-Tianjin-Hebei region’s modern economic system is to sort out the abundance and characteristics of innovative resources,select the leading industries and connected industries related to it,and build an appropriate institutional mechanism and a sound business environment guided by the needs of scientific and technological innovation and industrial development,which then form a closed-loop and overall virtuous circle of resources-power-industry-system-environment-feedback,from which government policies should also be launched.
