摘　　要：目的提出海关监管改革的必要性和可能性,应用新管理技术促进国家生物产业发展。方法列举实例,剖析海关口岸卫生检疫监管存在的不适应和难作为现象。结果武汉海关在实践中发现现行口岸卫生检疫法律法规和海关监管规章、作业指引难以满足国家生物产业发展的需要,探索新形势下制度与方法的改进非常必要。结论随着我国生物产业布局规模的日益扩大,其相应的技术研发、产品生产、技术应用以至于技术储备的需要,使得特殊物品入出境的数量和种类必将巨量增长。海关口岸卫生检疫监管法律法规、规章制度和作业指引必须改进优化,以满足国家生物产业战略的需要。Objective To put forward the necessity and possibility of customs supervision reform,and to apply new management technology to promote the development of national biological industry.Methods Through enumerate examples and analyze the inadaptability and difficulty in the supervision and to administration of health quarantine at Customs ports.Results In practice,Wuhan Customs found that the current laws and regulations on port health and quarantine,customs regulations and operation guidelines could not meet the needs of the development of national biological industry,so it was necessary to explore the improvement of system and methods under the new situation.Conclusion With the expansion of the distribution scale of China's biological industry,the demand of corresponding technology research and development,product production,technology application and technology reserve will increase the quantity and types of Special Articles.Customs Health and Quarantine Supervision Laws and Regulations,rules and regulations and operational guidelines must be improved and optimized to meet the needs of the national biological industry strategy.
