跨行政区生态环境协同治理信息资源共享机制构建——以京津冀地区为例

摘　　要：加强跨行政区生态环境协同治理的信息资源共享机制建设,能够克服跨行政区生态环境协同治理面临的"信息鸿沟",有效提升跨行政区生态环境协同治理效果。在对目标管理的基本思想及其应用有效性分析的基础上,构建了跨行政区生态环境协同治理信息资源共享机制基本框架。在此基础上将此分析框架应用于京津冀地区,分析了京津冀地区生态环境协同治理信息资源共享机制的建设现状以及凸显的重点问题。最后指出,行政壁垒、共享主体间的利益差异以及相关配套保障机制跟进是制约跨行政区生态环境协同治理信息资源共享机制构建和运行的关键影响要素。Strengthening the construction of information resource sharing mechanism can not only overcome the“information gap”faced by cross-administrative region eco-environment synergy-governance,but also effectively improve the effect of cross-administrative region eco-environment synergy-governance.Based on the analysis of the basic ideas and application effectiveness of the theory of management by objective(MBO),the basic framework of information resource sharing mechanism of cross-administrative region eco-environment synergy-governance is constructed,and then the framework is applied to analyze the construction situation and its main problems of the information resource sharing mechanism of eco-environment synergy-governance in Beijing-Tianjin-Hebei region.Finally,it points out that the administrative bulwark,the interest differences between the sharing subjects and the follow-up of the relevant supporting guarantee mechanism are the key factors that restrict the construction and operation of the information resource sharing mechanism of cross-administrative region eco-environment synergy-governance.
