摘　　要：我国注册造价工程师规模的日益扩大、建设市场的不断发展以及政府职能转移步伐的加快,工程造价咨询行业面临着各种机遇和挑战,政府管理为主、行业组织为辅的传统行业管理模式已无法满足市场环境变化下的行业发展的要求和社会管理与公共服务的需要。面对转型和改革,完善符合我国国情的工程造价咨询行业自律管理体系就成为一个亟待解决的问题。文章站在工程造价管理协会的角度,基于工程造价咨询行业与注册会计师、律师行业的自律管理现状的差异,指出工程造价咨询行业自律管理中存在的问题,明确工程造价咨询行业协会自律的工作定位,就如何完善协会的服务职能,行业的监管办法和配套的奖惩措施,及行业自律平台的构建提出具有实效性的对策与建议,进而推进我国工程造价咨询行业自律管理体系的构建。With the development of China's construction market,the increasing scale of registered cost engineers and the acceleration of the transfer of government functions,the engineering cost consulting industry is faced with various opportuni-ties and challenges.The traditional cost consulting industry management model supported by the government and industry organizations has Can not meet the needs of industry development under the market economy and the needs of social man-agement and public services.Facing the transformation and reform,perfecting the self-discipline management system of the engineering cost consulting industry in line with China's national conditions has become an urgent problem to be solved.This article stands at the perspective of industry associations,based on the difference between the engineering cost consulting industry and the self-discipline management status of the CPA and lawyer industry,it points out the problems existing in the self-discipline management of the engineering cost consulting industry,clarifies the self-discipline of the project cost consult-ing industry association,and how to improve the service function of the association.The supervision measures and supporting reward and punishment measures,as well as the construction of the industry self-discipline platform,put forward effective countermeasures and suggestions,to promote the development of the self-discipline management system of China's engi-neering cost consulting industry.
