中美航空器型号合格审定体系文件比较研究

摘　　要：分析中美两国不同组织机构下的航空器型号合格审定体系文件,包括:适航规章、指令、适航管理程序、咨询通告,并以运输类适航规章CCAR-25和FAR-25为例,比较分析中美双方适航规章差异及修订内容。在此基础上,提出中国民用航空局(CAAC)咨询通告文件补充建议,并从文件具体内容、委任代表管理文件构架、委任代表类型文件等多方面提出补充完善适航管理程序(AP)文件的建议,为进一步完善CAAC航空器型号合格审定体系文件提供参考。Aircraft type certification documents under different organizations both in China and US are analysed,including airworthiness regulations,orders,airworthiness management procedures and advisory circulars.Differences and revision analysis of airworthiness regulations of China and US are compared by taking CCAR-25 and FAR-25 as examples,basing on that,suggestions to supplement CAAC advisory circular and improve airworthiness management procedures are proposed from aspects of the specific content of documents,designee management document framework,designee type document and so on,providing reference for document system improvement of aircraft type certification for CAAC.
