对基层情报研究机构加强情报科研工作的思考

摘　　要：为了提高基层情报研究人员的情报科研意识,形成情报科研工作体系,加强基层情报研究机构对情报科研成果的效用,文章采用艾森豪威尔法则、二八定律、非对称优势思想和系统工程思想,从提高情报研究人员认识、构建情报科研体系和系统规划情报科研内容3个方面提出了情报科研人员从"不会做"到"做到位"的方法,并确定了背景专业情报研究和情报科研工作的分配投入比例,以及分级开展具体情报科研工作的投入比例。In order to improve the intelligence scientific research awareness of grass-roots intelligence researchers,building an intelligence scientific research work system,and enhancing the effectiveness of grass-roots intelligence scientific research institutions on intelligence research results,this paper adopts the 80/20 law,Eisenhower’s principle,asymmetric superiority theory and systems engineering theory,proposed the method of"unable to do"to"to do well"for intelligence researchers from the aspect of improving intelligence researcher’s unstanding,building intelligence scientific research work system and system planning intelligence research content.Then determined the proportion between background professional and intelligence scientific research,and the proportion of graded specific intelligence scientific research work.
