论新情境下公共信息服务发展问题的出场及其内在逻辑

摘　　要：公共信息服务是政府的基本职能。公共信息服务发展问题有在场和出场两种状态,对其历史与现实的总结是为在场,对新情境下公共信息服务发展问题的重新发现是为出场。文章在对公共信息服务发展在场状态做出判断的基础上,提出公共信息服务发展问题出场的命题及其学术意义与应用价值。认为公共信息服务发展问题出场的内在逻辑是在作为"新情境"(自变量)驱动"公共信息服务"(因变量)变革的场域中,寻找公共信息服务发展的现存关键问题,讨论公共信息服务发展与变革的向度和行为。公共信息服务发展态势变化、管理体制与机制等是公共信息服务发展问题出场研究的重点。Public information service is the basic function of government.The development of public information service has two states:presence and appearance.The summary of its history and reality is presence,and the rediscovery of the development of public information service in the new situation is appearance.Based on the preliminary judgment of the present state of the development of public information service,this paper puts forward the proposition of appearance of public information service development and its academic significance and application value.The author thinks that the internal logic of problem of public information service development,as the field of"new situation"(independent variables)driving the change of"public information service"(dependent variable),to find the existing key problems of public information service development,and research the direction and behavior problems of public information service development.This paper argues that tendency and management system and mechanism are the key points of public information service development.
