军民情报学融合的基础分析

摘　　要：[目的/意义]军民情报学融合是国家安全与发展相统一的战略环境倒逼的结果,是中国情报学特色发展的关键路径。进行军民情报学融合需要建立在双方融合基础之上,军民情报学融合的基础可以为军民情报学融合策略建设提供依据。[过程/方法]着眼于军、民情报学内外部发展现状以及需求,从军民情报学关系、融合的理论基础、融合的动力、融合的活力、融合的文化基础5个方面对军民情报学融合基础进行了系统分析。[结果/结论]分析发现,军民情报学融合已经具备坚实的基础,然而这样的基础更多地体现为共通的基础,需要通过相关策略建设来推进这样的共通上升为融合。[Purpose/significance]The integration of military and civil intelligence studies is the result of the strategic environment of the unification of national security and development,and the key path to the development of Chinese information science.The integration of military and civil intelligence studies needs to be based on the integration of both sides.The integration of military and civil intelligence studies can provide a basis for the construction of integration strategy of military and civil intelligence studies.[Method/process]Focusing on the internal and external development status and needs of military and civil intelligence studies,this paper systematically analyses the integration basis of military and civil intelligence studies from five aspects:the relationship between military and civil intelligence studies,the theoretical basis of integration,the motive force of integration,the vitality of integration and the cultural basis of integration.[Result/conclusion]The analysis shows that the integration of civil and military intelligence studies has a solid foundation.However,such a foundation is more embodied in the basis of common ground,which needs to be promoted to become integration through the construction of relevant strategies.
