摘  要:随着海绵城市建设、城市黑臭水体治理、城镇污水处理提质增效等工作的不断深入开展,流域尺度的污染已成为不可回避且亟待解决的重大问题。基于TMDL(最大日负荷总量)水环境治理技术方法,以镇江市运粮河流域整治为例,以水体水质为目标导向,探讨出了一套应用于流域排口污染物削减的研究方法:①梳理流域排水系统,结合现场调研确定排口性质;②计算排口产污量;③根据流域水质目标及其水系流动、生态本底情况,采用一维模型分析计算流域的水环境容量;④以流域水环境为控制目标,结合产污量计算结果对重点排口提出污染物削减标准;⑤制定流域排口污染物削减方案;⑥对排口整治方案进行目标可达性分析。该研究方法可为我国其他中小城市的流域治理提供参考,为进一步深入研究流域治理提供实践案例。With the continuous in-depth development of sponge city construction, urban black and odorous water treatment, and improvement of quality and efficiency of urban sewage treatment, pollution at the river basin scale has become an unavoidable and urgent problem to be solved. based on the total maximum daily loads(TMDL) water environment treatment technology method, taking Yunliang River basin remediation in Zhenjiang City as an example, and taking water quality as the goal orientation, a set of research methods applied to pollutant reduction in the drainage outlet of the river basin is discussed. Firstly, sort out the drainage system of the watershed, and determine the nature of the outlet in conjunction with on-site investigation. Secondly, calculate the amount of pollution produced at the outlet. Thirdly, according to the water quality objectives of the watershed and the flow and ecological background of the water system, a one-dimensional model is used to analyze and calculate the water environment capacity of the watershed. Fourthly, taking the water environment of the river basin as the control target and combining the results of the calculation of the amount of pollutant production, the pollutant reduction standards are proposed for the key drainage outlets. Fifthly, formulate pollutant reduction plans for drainage outlets. Finally, the target accessibility of outlet remediation scheme is analyzed. This research method can provide reference for watershed management in other small and medium-sized cities in China, and provide practical examples for further in-depth study of watershed management.
