摘 要:工具理性和价值理性是社会行动理性的基本类型,也是理解地方政府绩效管理的重要维度和视角。在推动绩效管理的实践中,它们扮演着不同的角色,紧密地嵌套在一起,发挥着不同的治理功效。单纯依靠任何一种理性的力量都不足以取得令人满意的效果,因而挖掘绩效管理工具属性以实现更有效率、更有为政府的传统观点是有待改进和修正的。在实践中,"绩效计划-绩效执行-绩效评估-绩效改进"全链条的绩效管理面临着工具理性与价值理性的双重缺失,非理性化操作制约着绩效工具性作用的发挥,公民也难以获得绩效管理所释放的红利。解决问题的思路是,融合工具理性与价值理性,将公共价值内涵注入绩效管理各环节,逐步探索公民需求确认机制、绩效质量提升机制、绩效运用与改进机制。Instrumental rationality and value rationality are the basic types of social action rationality,which is also an important dimension and perspective for understanding local government performance management.In promoting performance management practices,they play different roles,are closely nested together,and exert different governance effects.Simply relying on any kind of rational power is not enough to achieve satisfactory results.Therefore,attempting to explore the attributes of performance management tools to achieve a more efficient and more government-oriented traditional view need to be improved and revised.In practice,the performance management of the entire chain of"performance planning-performance execution-performance evaluation-performance improvement"faces the dual lack of instrumental rationality and value rationality.The irrational operation restricts the performance instrumental role,and citizens also have difficulty obtaining the dividends released by performance management.Integrating instrumental rationality and value rationality,it is necessary to inject public value into all aspects of performance management.And more importantly,we should gradually explore the"citizen-demand-confirmation"mechanism,"performance-quality-improvement"mechanism,and"performance-application-improvement"mechanism.
