论我国新人口形势下社会抚养费制度之改革

摘　　要：我国现行社会抚养费制度实施多年,已不能适应当前人口形势,且该制度基于当时历史条件为控制人口规模而制定,存在重大的先天缺陷,故应进行根本性改革,以适应长期的、不同人口形势下的生育调节要求。为此,从三方面阐述了现行社会抚养费制度改革的必要性,并提出相应的对策和建议。The current social compensation fee system can not adapt to the current population situation in China,and the system itself has major birth defects,so the fundamental reform should be carried out accordingly,In order to meet the fertility adjustment requirements under different population situation.This paper expounds the necessity of the current social pension system reform from three aspects,and puts forward corresponding suggestions,in order to attract cholastic attention.
