摘 要:本文选取京津冀地区13个城市作为研究对象,选取资本、劳动力、能源投入、环境代价及地区经济等要素作为投入产出指标,运用Shapley值进行变量选择,构建京津冀地区生态效率指标体系,然后运用博弈交叉效率对各城市生态效率进行测算,最后运用Tobit回归模型分析生态效率的影响因素。研究结果表明,京津冀地区2008—2016年生态效率均值较稳定,2017年下降幅度较大,污染物治理能力对京津冀地区的生态效率影响不显著,而经济发展水平、产业结构、地区对外水平、科学技术投入对京津冀地区的生态效率有显著影响。In order to evaluate the ecological efficiency of the Beijing Tianjin Hebei region,13 cities in Beijing Tianjin Hebei region are taken as the research object.We employ Shapley value to select indicators from capital,labor force,energy inputs,environmental cost,regional GDP to construct ecological index system.Then we employs game cross-efficiency model to analyze the ecological efficiency of 13 cities and applies Tobit regression model to analyze the influencing factors of ecological efficiency.DEA analysis results represent that the average value of ecological efficiency of the Beijing Tianjin Hebei region changes little besides large declining in 2017.Specifically,the average ecological efficiency of Tangshan,Beijing and Cangzhou is higher and that of Zhangjiakou,Xingtai and Chengde is less.The regression analysis demonstrates that the pollution control capacity has no significant impact on the ecological efficiency of the Beijing Tianjin Hebei region,while the economic development level,industrial structure,regional opening-up level,scientific and technological investment have significant impact on the ecological efficiency of the Beijing Tianjin Hebei region.
