摘　　要：在“一带一路”倡议的背景下,中俄高等教育交流与合作的战略价值日益凸显。积极发展高等教育对俄交流合作,对于作为建设“一带一路”重要省区及东北对外开放门户的辽宁而言具有重要意义。因此,辽宁高校有必要在总结已有成绩的基础上,通过完善顶层设计、发挥学科专业优势、打造来华留学品牌等方式,进一步促进中俄优质教育资源有序流动,推进区域人文交流发展,从而为新时期辽宁高校开展对俄交流合作创造有利条件。Under the background of“Belt and Road”Initiative,the strategic value of China-Russia exchange and cooperation in higher education is increasingly prominent.Actively developing higher education exchanges and cooperation with Russia is of great significance for Liaoning,which is an important province of“Belt and Road”Initiative and the opening door of northeast China to the outside world.On the basis of summarizing the existing achievements,it is necessary to further promote the orderly flow of high-quality educational resources between China and Russia and promote the development of regional people-to-people and cultural exchanges by improving top-level design,giving play to the advantages of disciplines and specialties,and building a brand for studying in China,so as to create favorable conditions for Liaoning universities to carry out exchanges and cooperation with Russia in the new era.
