摘　　要：解构社会组织制度环境的内容结构,研判社会组织制度环境的优劣状态,是优化社会组织制度环境和激发社会组织活力的基础课题。基于制度环境对社会组织活力的多元影响途径考察,社会组织制度环境可以界定为三个方面:即宏观制度环境、微观制度环境和制度执行环境,三者相互影响,融为一体。研究结果表明,我国社会组织制度环境整体状态欠佳,其中宏观制度环境处于一般水平,微观制度环境具有不合理性,制度执行环境不理想,制约了社会组织活力的激发。优化社会组织制度环境需要联动施策:在宏观总体制度上需要切实转变国家对社会组织的认知、判断和态度,加快完善社会组织法律体系;在微观具体制度上需要优化社会组织的登记、管理、监督、人才等制度安排,规范社会组织良性运作;在制度执行层面上需要各级政府和部门树立协同合作意识,构建政策执行协同机制,建设领导协调体系,为协同执行提供制度保障。Deconstructing and judging the institutional environment of social organization are the basic topies to optimize the institutional environment and activate the energy of social organizations.The institutional environment of social organization can be classified itno three aspects of macro institutional environment,micro institutional environment and institutional implementation environ-ment.The research shows that the institutional environment of social organization in China is not so good,including the three aspects as listed above.It takes coordinated actions to optimize the institutional environment of social organization.It is necessary to change the state percepotion,iudement and attitude and improve the legal svstem of social oreanizations in macro aspect,to optimize the reg-istration,management,supervision and talents poliey of social organization in micro aspect,to establish a sense of coordination and cooperation and build a leadership coordination system of govemments and departments in implementation aspect.
