摘　　要：中国新型政党制度的形成与发展是中国特色政党政治发展的内在逻辑使然。它是对马克思主义政治理论和政党理论的创新与发展,深深根植于天下为公、兼容并蓄、共融共生等中国优秀传统文化土壤之中,有着与西方政党制度完全不一样的发展理路。其理论依托是人民民主与协商民主的协同发展,价值所在是代表最广大人民的根本利益,内在要求是建构和合的党际相互关系,效能体现是促进决策的科学化和民主化。新时代提出中国新型政党制度的重大论断,党的十九届四中全会再次对坚持和完善中国特色政党制度、展现我国新型政党制度优势作出全面部署,是对世界政党政治理论与实践的重大贡献。The formation and development of China’s new political party system is the inherent logic of the political development of political parties with Chinese characteristics. Supported by Marxist party theory,it is deeply rooted in China’s excellent traditional culture such as public service,inclusiveness and coexistence. It has a completely different development philosophy from the Western Party system. Its theoretical support is the coordinated development of people’s democracy and consultative democracy. Its value lies in representing the fundamental interests of the overwhelming majority of the people. Its inner requirement is the inter-party relationship of construction and integration. And its effectiveness is to promote the scientific and democratic decision-making. The new era puts forward the major conclusions of China’s new political party system,the important decision made by the Fourth Plenary Session of the 19 th Central Committee to uphold and improve China’s new political party system and demonstrate the advantages of China’s new political party system,which are the major contributions to the theory and practice of political parties in the world.
