新公共管理理论视角下的日本私立大学社会服务的特征及借鉴

摘　　要：我国民办高校仍处于初步发展阶段,可借鉴在日本高等教育中占据重要地位的私立大学的成功经验。文章基于新公共管理理论视角研究了十所日本私立大学的社会服务,总结其特点,给我国民办高校发展提出四点启示:调整办学理念,倡导终身学习和奉献精神,做"思想的巨人";搭建科学管理的社会服务平台,提高信息透明度和对大众的开放程度;因地制宜,加强与当地的联系;经营多形式的服务,增加创收,丰富传统的"以学养学"。Our private colleges are still in the preliminary developing stage. We can learn from the successful experience of Japanese private universities, which take an important position in Japanese higher education. Based on the perspective of new public management theory, this paper summarized the characteristics of the social services of ten Japanese private universities, and put forward four suggestions for the development of private colleges in China. Firstly, adjusting education philosophy, advocating lifelong learning and dedication, and being "the giant of thought";secondly, establishing a scientifically managed social service platform, improving the transparency and openness of information;thirdly, adjusting measures to the local conditions and strengthening relations with local areas;lastly, operating social service in various forms to generate income and improve the traditional development model, which is supported by tuition from students.
