摘　　要：上海自贸试验区新片区不是简单的自贸试验区扩区,更不是简单的现有政策平移,而是全方位、深层次、根本性的制度创新变革,其功能定位从推进贸易便利化转为推进贸易自由化。新片区一方面要加快对接国际高标准贸易投资规则,另一方面要大力促进离岸贸易、服务贸易等贸易新形态的创新发展,建设具有国际竞争力的开放型产业体系。The new area of Shanghai Pilot Free Trade Zone is not a simple expansion of the Pilot Free Trade Zone,nor is it a simple translation of existing policies.It is an all-round,deep-seated and fundamental institutional innovation,with its functional orientation shifting from promoting trade facilitation to promoting trade liberalization.On the one hand,the new area should speed up the docking of international high-standard trade and investment rules;on the other hand,it should vigorously promote the innovative development of new forms of trade such as offshore trade and service trade,and at the same time build an open industrial system with international competitiveness.
