摘　　要：上海自贸试验区临港新片区要秉承以往制度创新的优势,努力为制度创新转向制度优势创造条件,还要尝试将制度优势转化为国际公认的制度供给品,实现特殊经济功能区功能定位、管理机制以及优惠政策的法治化,在国内自贸试验区树立制度优势的标杆地位。Shanghai FTZ Lingang New Area should inherit the traditional advantages of previous system innovation and strive to create conditions for system innovation to turn to system advantages.It should also try to turn system advantages into internationally recognized system supplies,realize the legalization of function orientation,management mechanism and preferential policies of special economic function zones,and set up a benchmark position of system advantages in domestic FTZs.
