摘　　要：英国油气勘探开发历史悠久,为应对投入成本高、生产效率下降的挑战,英国政府于2016年正式推行油气经济采收率最大化战略(MER UK),实现了成本降低、石油产量逐年上升的目标。尽管我国与英国在油气勘探开发体制上存在较大差异,但在应对同样问题的举措方面仍有借鉴价值。采用规范分析和制度分析相结合的方法,系统解析了英国油气战略的背景、主要内容、执行机构等。针对我国的实际需求,得出英国油气战略在健全油气上游开发采收率机制,设立独立监管机构,运用柔性手段强化监管和服务对完善我国油气勘探开发制度具有启示意义。Britian has a long history of oil and gas exploration and development.In order to meet the challenges of high input costs and reduced production efficiency,the British government officially implemented the Maximizing Economic Recovery Strategy for the UK in 2016,achieving the goals of cost reduction and rising oil production year by year.Although there were major differences between the United Kingdom and China in the oil and gas exploration and development systems,they still had reference value in measures to address the same problems.The combination of normative analysis and institutional analysis was used to analyze the background,main content,and implementing agencies of the British oil and gas strategy.In light of China’s actual needs,it was concluded that the British experience in improving the oil and gas upstream recovery and recovery mechanism,establishing an independent regulatory agency,and using flexible means to strengthen supervision and services had implications for China’s institutional improvement.
