摘 要:科学评估水环境治理与水环境质量的响应关系,对于科学系统、精准制定水环境治理工程具有重要意义。以太湖上游地区宜兴市为例,以断面水质改善为目标,建立一维非稳态水量水质模型,模拟宜兴市水环境治理工程环境绩效。模拟结果分为三种,即水质与模拟水质基本一致,表明工程实施效果较好;模拟水质优于实测水质,表明水环境治理工程在污染源治理针对性、空间分布合理性、工程后续运营管理中仍存在问题,或河流水质受客水影响明显;实测水质优于模拟水质,主要原因为客水水质明显改善、环境容量增加或与未列入本评估范围的其他工程有关。研究成果可为区域水环境治理工程环境绩效评估提供技术支撑,为制定科学、系统的区域水环境综合治理方案提供决策支撑,为流域层面、市级尺度区域环境绩效评估提供借鉴。Scientific assessment of the response relationship between water environmental governance and water environmental quality is of great significance for scientific and accurate formulation of water environmental governance projects.Taking the area of Yixing city in the upper reaches of Taihu Lake as an example,to improve the water quality of the cross-section,one-dimensional unsteady water quality model was established to simulate the environmental performance of water environment treatment project.The simulation results show that the measured water quality was basically consistent with the simulated water quality,indicating that the project implementation effect was better.The simulated water quality was better than the measured water quality,indicating that there are still problems in the management of pollution source,the rationality of spatial distribution,and the operation management of the project,or the river water quality is obviously affected by the passenger water.The measured water quality is better than the simulated water quality,mainly due to the significant improvement of the passenger water quality,the increase of environmental capacity,or other related projects that unlisted within the scope of this assessment.This study results can provide technical support for environmental performance assessment of regional water environment treatment projects,and decision support for the formulation of scientific and systematic regional water environment comprehensive treatment,as well as the reference for regional environmental performance assessment at watershed level and urban level.
