精准扶贫视角下地方政府职能研究

摘　　要：地方政府职能的行使在精准扶贫中起着至关重要的作用,与粗放式扶贫相比,精准扶贫对地方政府职能的发挥有着更高的要求,主要包括树立以人为本的理念、建立健全的扶贫识别机制、强化市场经济思维和提高精准扶贫管理能力等。当前,我国各地精准扶贫工作进入攻坚克难的阶段,地方政府承担着更大的责任,同时也面临着巨大的现实挑战。通过研究地方政府在精准扶贫中的职能发挥的现状,地方政府必须要转变扶贫观念、完善精准扶贫识别机制和指标体系、引导多种主体参与精准扶贫、加强对精准扶贫的监管。Exercise of the functions of local government plays an important role in accurate poverty alleviation,compared with extensive poverty alleviation,precise poverty alleviation of local government functions play has a higher request,mainly including set up the people-oriented concept,establish and improve the recognition for poverty alleviation mechanism,strengthen the thinking of the market economy and improve the precision of poverty alleviation management ability,etc.At present,the targeted poverty alleviation work across China has entered the stage of overcoming difficulties.Local governments are shouldering greater responsibilities and facing huge practical challenges.By studying the current situation of the functions of local governments in targeted poverty alleviation,local governments must change the concept of poverty alleviation,improve the precision poverty alleviation identification mechanism and indicator system,guide various subjects to participate in precision poverty alleviation,and strengthen the supervision of precision poverty alleviation.
