畜禽养殖污染防治补贴效果及其影响因素研究——基于农户满意度的视角

摘　　要：根据湖南省畜禽养殖农户的调查数据,基于农户满意度视角,运用二元Logistic回归模型,实证分析了畜禽养殖污染防治补贴的微观受益主体农户对畜禽养殖污染防治补贴实施效果的总体评价及相关影响因素。结果表明:农户对畜禽养殖污染防治补贴整体满意度较高,其中补贴增加养殖收入的满意度较低;养殖规模、对《畜禽养殖污染防治条例》了解程度、生态环境评价及畜禽养殖废弃物资源化利用、无害化处理技术服务供给等因素显著影响农户畜禽养殖污染防治补贴满意度。提出了拓宽补贴范围、丰富补贴方式、加大政府宣传力度和提高畜禽养殖污染防治相关技术服务覆盖率等提升畜禽养殖污染防治补贴效果的建议。Based on the survey data of livestock and poultry farming households in Hunan Province,using binary Logistic regression model,this paper empirically analyzed satisfactory degree of farm households as the micro-beneficiaries to subsidies for pollution control in livestock and poultry breeding,and related influencing factors.The survey results showed that farm households generally expressed satisfaction with the pollution control subsidies for livestock and poultry breeding,but did not get so much satisfaction from its effect on increasing househould income.The scale of breeding,the degree of understanding of“Regulations on the Prevention and Control of Pollution from Large-Scale Livestock and Poultry Breeding”,and the evaluation of the ecological environment significantly affected farmers'satisfaction with pollution control subsidies.Broadening the scope of subsidies,enriching subsidy methods,increasing government propaganda,and increasing the coverage of technical services related to pollution prevention and control of livestock and poultry breeding will help improve the effectiveness of subsidies for livestock and poultry breeding pollution control.
