武陵山区贫困农场产业扶贫研究——以湘西国营农场为例  

Research on Poverty Alleviation of Poor Farm Based on Industry Development in the Wuling Mountain Area--Taking Xiangxi Prefecture-Owned Farms as an Example

摘　　要：通过对省内外农垦农场的广泛调研,结合武陵山区贫困农场实际,以湘西自治州国营农场为例,进行了系统分析,指出湘西自治州国营农场存在干部职工文化素质偏低、基础设施不完善、支柱产业不突出、集体经济基本为空白、生产生活水平低等问题。针对这些问题提出了积极抢抓精准扶贫历史机遇;科学制定产业规划推动产业发展;充分利用良好的生态环境做文章;讲好品牌故事,打造出具有农垦特色的农产品;加强专业化合作组织建设;利用新型营销平台提升农产品市场影响力;加强人才培养,支撑产业可持续发展等建议。In recent years,Chinese government has successively issued a series of policies and industrial measures for the reform and development of rural economy,which has undoubtedly injected new vitality into the development of agricultural farms,especially rural industrial development throughout the country.Through the extensive investigation of reclamation farms in and out of the province,in particular the systematic analysis of the actual situation of Xiangxi prefecture-owned farms in the Wuling Mountain area,some problems are found,such as low cultural quality of cadres and workers,imperfect infrastructure,unformed pillar industries,few collective economy,and low producing and living standards.In view of these problems,this paper proposes to actively seize the historical opportunity of targeted poverty alleviation,to make scientific industrial planning to promote industrial development,to make full use of the good ecological environment,to produce agricultural products with the characteristics of reclamation farms and tell a good brand story,to strengthen the construction of specialized cooperative organizations,to use the new marketing platform to enhance the market influence of agricultural products,to strengthen personnel training and support the sustainable development of the industry.
