摘　　要：2017年9月发生的伊拉克库尔德人独立公投是一场多属性公投,具有渐进式对抗、外部性强、军事对抗突显、工具性、非法性等特点;它是当前国际社会脆弱性国家民主化与地方分离主义相交织的典型案例。本文从历史结构与记忆竞争、国内政治机会结构与竞争、外部机会结构与竞争、法律结构与竞争四个维度对该事件进行阐释。此次库尔德分离公投的背景是伊拉克国家民族整合失败与外部环境的变化。公投事件是民主化背景下库区与伊拉克中央政府间的一场复杂博弈,公投结果逆转无法改变伊拉克国家建构的危机。The Iraqi Kurdish independence referendum that held in September 2017 is a multi-attribute referendum with the characteristics of gradual confrontation,strong externality,military confrontation,instrumentality,illegality,etc.The article explains the event from four dimensions:historical structure and memory competition,domestic political opportunity structure and competition,external opportunity structure and competition,legal structure and competition.The background of the referendum is the failure of national integration and the change of external environment.The referendum event is a complicated game between the reservoir area and the Iraqi Central Government under the background of democratization.The result of the referendum cannot reverse the crisis of Iraqi state construction.
