摘　　要：本文分析了混合型经济增长目标、公众参与及交互项对环境的影响,结果发现混合型经济增长目标与环境污染之间呈倒U型关系。信访来信与电话投诉起到了抑制环境污染的作用,且具有明显的滞后效应。并且,受混合型经济增长目标影响,公众参与并未起到改善环境质量的作用。理论和实证研究均表明,混合型经济增长目标一定程度上恶化了环境,并且导致公众参与失灵,对进一步调整经济增长目标、完善公众参与制度具有重要的启示作用。This paper analyzes the impact of mixed economic growth goals,public participation and interaction terms on the environment,and finds an inverted u‑shaped relationship between mixed economic growth goals and environmental pollution.Letters from letters and complaints over the phone play an important role in restraining environmental pollution and have a significant lag effect.Moreover,public participation has not improved the quality of the environment because of mixed economic growth targets.Both theoretical and empirical studies show that the hybrid economic growth target to some extent worsens the environment and leads to the failure of public participation,which has an important enlightening effect on further adjusting the economic growth target and improving the public participation system.
