摘　　要：党的十八大以来,以习近平同志为核心的党中央针对党的工作重心下移与全面从严治党向基层延伸的新形势新任务,从战略和全局高度对基层党组织建设提出了新要求,为我们正确认识和建设基层党组织组织力指明了前进方向。通过当前西藏农牧区村级党组织组织力建设存在的问题进行梳理,分析西藏村级党组织组织力存在问题的原因,提出新时代提升基层党组织组织力的对策和建议。Since the 18th National Congress of the CPC,the CPC Central Committee with Comrade Xi Jinping as the core has addressed the new tasks of lowering the focus of the Party’s work and extending the Party’s comprehensive and strict governance to the grass-roots level,which puts forward new requirements for the construction of primary-level Party organizations from a strategic and overall perspective,pointing out the way forward for us to correctly understand and build the organizational strength of primary-level Party organizations.Through sorting out the existing problems in the construction of party organizations at the village level in Tibetan farming and pastoral areas,this paper analyzes the reasons for the existing problems in the construction of village-level party organizations in Tibet,and puts forward countermeasures and suggestions for improving the organizational strength of party organizations at grass-roots level in the new era.
