摘　　要：文中聚焦几起PSC检查、船舶检验中发现的船舶固定式CO2灭火系统钢瓶非人为故意泄空现象,通过客观因素和主观因素两方面分析了该现象产生的原因,并从提升船舶检修检测服务机构能力、加强船舶主体责任落实、促进公约规则修改等多方面提出了自己的建议,旨在确保船舶固定式CO2灭火系统即时可用.This paper focuses on the leakage of ship's fixed CO2 fire-extinguishing system cylinders due to non-human factors identified during PSC inspections and ship surveys,and analyzes the causes in terms of both objective and subjective factors.It also puts forward suggestions on promoting the ability of ship survey and service agencies,strengthening the responsibility performance of ships as the subject and amending relevant conventions and codes in order to ensure ship's fixed CO2 fire-extinguishing system ready to use.
