摘 要:区块链技术是基于密码学原理的一种分布式账本技术,具有去中心化、信息不可篡改与可追溯等特点,目前已经在相关产业领域得到了成功的应用.文中通过将区块链的技术特点与海事领域应用进行对比分析,同时结合《交通强国建设纲要》相关内容,提出了区块链技术在海事相关证书文件电子化、船舶登记等海事管理工作中的应用建议,对提升海事管理工作的管理效能,推进实现交通海事治理体系和治理能力现代化具有一定的借鉴意义.The blockchain technology is a kind of distributed ledger technology based on the principle of cryptography, which is characterized by decentralization, non-tamperability and traceability of information and has been successfully applied in relevant industries. Based on a comparative analysis of the technical characteristics of blockchain and the application in the maritime administration field, and in view of the relevant content of the Program on Building the National Strength in Transportation, the paper proposes suggestions on the application of blockchain technology in maritime administrative matters such as the electronization of maritime certificates, ship registration, and etc., in the hope of improving the management efficiency of maritime administration and driving forward the modernization of the maritime governance system and governance capability.
