高质量发展导向下地方竞争秩序规范与制度选择

摘　　要：中国经济发展离不开地方政府间的有效竞争。在不同历史阶段,地方政府竞争行为及经济绩效存在显著差异,其行为受到央地关系、财税体制和地方关键生产要素供给三重制度约束。在高质量发展导向下,地方竞争体制仍然可以成为推动经济高质量发展的重要引擎,但规范地方竞争秩序、解决好妨碍地方公平竞争的制度性难题是关键。鉴于此,应推动央地关系再调整,弱化地方政府对生产要素市场干预能力,规范和形成地方政府竞争新秩序,尊重地方实际,让高质量发展指标体系在竞争中产生,让高质量发展成为地方政府竞争的核心标尺。Effective competition among local governments is crucial to China’s economic development.In different historical periods,the competition behavior of local government and its consequences are significantly different.Relationship between central and local governments,fiscal and taxation system and local supply of key production factors,are triple institutional constrains of their behavior.Under the guidance of high-quality oriented development,local competition can still be an important engine to promote high-quality economic development.The key is to standardize the local competition order and solve institutional problems that hinder local fair competition.To make high-quality development a core yardstick for local government competition,efforts should be made from the following aspects:readjust the relationship between central and local government,weaken local governments ability to intervene in factor market,standardize and form a new order of local government competition and let the high-quality development evaluation index system produced by competition based on local practice.
