整体性治理:流域生态环境善治的新旨向——以河长制改革为视角

摘　　要：随着各种跨界流域生态环境问题不断显现,并开始突破原有流域管理体制的组织边界,推进流域生态环境整体性治理已成为流域生态文明体制改革的新趋向。整体性治理理论以协调机制、整合机制和信任机制为关键性功能要素,合作提供无缝隙的公共服务。虽然河长制凸显了整体性治理理论的应用价值,但只是过渡性中间环节,结构性治理问题集中表现为治理层级、治理功能、治理信息和公私部门关系的碎片化。明晰流域治理层级责权分摊、加强跨区域跨部门协调整合、打通流域府际治理信息壁垒以及拓宽流域公私信任合作治理,是生态环境善治的实现路径,可有效减少流域治理网络组织间信息、认知、管理、决策等行为的执行和监督成本。With the emergence of various cross-border river basin ecological and environmental problems,and beginning to break through the organizational boundaries of the original river basin management system,promoting the holistic governance of the river basin ecological environment has become a new trend of the river basin ecological civilization system reform. Holistic governance theory takes coordination mechanism,integration mechanism and trust mechanism as key functional elements,and cooperates to provide seamless public services. Although the river chief system highlights the application value of holistic governance theory,it is only a transitional intermediate link,which is concentrated in the fragmentation of governance levels,governance functions,governance information,and public-private sector relationships. Clarifying the allocation of responsibilities and powers at the level of river basin governance,strengthening coordination and integration across regions and departments,opening up information barriers to inter-government governance in river basins,and broadening public-private trust cooperation governance in river basins are the way to realize the good governance to ecological environment, it can effectively reduce the implementation and supervision costs of information,cognition, management,decision making and other activities among river basin governance network organizations.
