摘　　要：基于黄河三角洲高效生态经济区2009~2018年面板数据构建单方程模型,计量检验承接产业转移的"污染避难所效应"。研究表明:承接产业转移过程中,经济增长与工业废水排放、工业二氧化硫排放之间存在显著正向相关关系,而与工业固废排放之间呈负向关系,整体波动趋势为"U"型;承接产业转移引发的环境污染效应中工业废水排放与废气排放最为显著;承接产业转移加剧了外商投资对环境效益的损害,并扩大了产业结构失衡对水安全及大气安全的威胁范围,而政府治污支出强度不足。对此,需要提高承接产业转移的环境准入门槛,完善生态补偿机制;优化产业承接布局;加快产业结构升级;引导社会资本投入,继续加大环境污染治理投资力度。Based on panel data of the Yellow River Delta Efficient Ecological Economic Zone from 2009 to 2018, the single equation models are constructed to analyze the "pollution refuge" effect of undertaking industrial transfer. Results show that, in the process of undertaking industrial transfer, economic growth has significant positive correlations with industrial waste water discharge and industrial sulfur dioxide discharge, but it has a negative relationship with industrial solid waste discharge, and the overall fluctuation trend is "U" type. In the environmental pollution effect caused by the industrial transfer, industrial waste water discharge and waste gas discharge are the most significant. Undertaking industrial transfer has aggravated the damage of foreign investment to environmental benefits, and expanded the threat scope of industrial structure imbalance to water security and atmospheric security, but the government’s pollution control intensity is insufficient. Therefore, it is necessary to raise the environmental access threshold for undertaking industrial transfer, improve the ecological compensation mechanism, and optimize the industrial undertaking layout, accelerate the upgrading of industrial structure, guide social capital investment and continue to increase investment in environmental pollution control.
