摘  要:为了推动贵州省农村集体建设用地流转工作有序、高效开展,研究综合采用实地调查法,问卷调查法和统计分析法从流转的主体、形式、规模、价格、收益分配以及农户意愿等方面分析贵州省农村集体建设用地流转的现状和问题,并以此为基础,提出了推进贵州省农村集体建设用地流转工作有效开展的对策建议。现状如下:(1)流转意愿较强;(2)流转形式和主体丰富多元;(3)自发隐形流转普遍,流转无序化现象严重;(4)流转规模不集中、规模小、区位差异明显;(5)各地区流转收益分配方式存在差异,缺乏流转定价标准。在实践中存在缺乏具体政策规范、欠缺符合地域特点的集体建设用地发展模式,流转利益滋生违法用地现象,隐形流转扰乱流转市场管理等问题。建议加快集体建设用地流转制度建设,严格控制农村集体建设用地增量,积极探索流转市场管理机制,合理分配流转收益,构建集体建设用地基准地价体系,因地制宜,探索符合贵州省的集体建设用地发展模式。In order to promote the development of rural collective construction land transfer in Guizhou province orderly and efficiently, the research taking Guizhou province for example, analyzed current situation and current of the transfer of rural collective construction about subject, form, scale, price, income distribution and willingness of peasants with field investigation, questionnaire survey and sta tistical analysis method in Guizhou province, and use it as the base put forward countermeasure and suggestion for promoting the transfer of rural collective construction effectively in Guizhou province. Current situation show that: (1) farmer's transfer willingness is strong;(2) the forms of transfer and the subjects of transfer is diversified;(3) recessive and unordered transfer is universal, and the disordering phenomenon is serious;(4) the transfer parcel is fragmentized, small-scale and regional differences;(5) the forms of trans - fer income distribution is differences and similarities, and there is short of pricing standard of transfer. In practice, there exist many problems, including that: lacking of specific policy norms and the rural collective construction land development mode accord with ge ographical features, breeding the phenomenon of illegal use of land for the transfer interest, the transfer market management is per turbed by the recessive and unordered transfer. Then, suggesting that: quicken up the rural collective construction land transfer insti tutional construction, the rural collective construction land growth will have to be strictly controlled, exploring the transfer market management mechanism actively, to fairly collocate the profit of transfer, building fiducial land price system of rural collective con struction land, exploring the rural collective construction land development mode accord with Guizhou province.
