摘　　要：措施项目费具有非实体的特点,在项目结算中这部分费用引起的争议和索赔,往往发承包双方较难达成一致,而且作为承包人也不愿意就这部分费用进行额外支付,为了解决争议就要从源头开始解决。因此,在招标阶段对这部分费用进行完善就非常有必要。现以上海北横通道项目为案例,阐述如何在招标阶段完善措施项目费。Measure project cost has the incorporeal characteristics.In project settlement,the disputes and claims caused by this part of cost are often difficult for both parties to reach an agreement,and a contractor is also not willing to pay extra for this part of cost.In order to solve the disputes,it is necessary to start from the source.Therefore,it is very necessary to perfect this part of the cost in the bidding stage.Taking the Shanghai Beiheng Channel Project as an example,how to perfect the measures project cost in the bidding stage is expounded.
