摘　　要：如何实施新经济政策而又不危及工农苏维埃政权,是列宁晚年一直关注且试图解决的重大课题,并为此进行了一系列的重要探索:第一,明确新经济政策的过渡性质,在执行时间上对其做了约束规定;第二,设定新经济政策的“退却”限度,以求政策的稳妥性和局面的可控性;第三,要求共产党人通过学习增强本领,以便更好地贯彻新经济政策;第四,提出加强法制建设,用法律预防和惩治滥用新经济政策的行为;第五,强调苏维埃政权在劳资关系中要全力维护工人阶级和劳动群众的利益。列宁对新经济政策的积极利用和风险管控构成了新经济政策理论的两个方面,全面准确把握列宁的新经济政策理论不能顾此失彼。How to carry out the new economic policy without endangering the Soviet regime of workers and peasants was a major issue that Lenin had been concerned about in his later years,and a series of important explorations had been carried out for this purpose.First,the transitional nature of the new economic policy was clarified and its implementation time was restricted.Second,the“retreat”limit of the new economic policy was set,which ensured the stability of the policy and the controllability of the situation.Third,communists were required to enhance their ability through learning so as to better implement the new economic policy.Fourth,the construction of the legal system was strengthened to prevent and punish the abuse of the new economic policy.Fifth,the Soviet regime was emphasized to fully safeguard the interests of the working class and the laboring masses in labor relations.Lenin's active use and risk prevention of the new economic policy constitute two aspects of the theory of the new economic policy.The comprehensive and accurate understanding of Lenin's theory of the new economic policy cannot attend to one aspect and lose sight of the other.
