摘　　要：突如其来的新冠肺炎疫情使我们意识到风险的无处不在,而防范和化解风险是中国共产党治国理政要解决的基本问题。作为执政党,防控国家治理风险的前提是对政党进行有效的治理,而政党治理是通过依规治党来实现的,因此,加强党内法规制度实施的风险防控是管党治党的重要任务。其中特别要注意防控"钱穆制度陷阱"风险、党内法规制度理想化风险、领导干部不作为风险、依规"违规"风险、监督权失衡风险,切实实现党内法规制度实施风险的可防可控。The sudden outbreak of COVID-19 makes us aware of the ubiquity of risks.Prevention and resolution of risks is a primary problem faced by the Communist Party of China.As the ruling party,the premise of risk prevention and control is to effectively govern the political party,which can be achieved by governance by laws and regulations.Therefore,it is important to strengthen the risk prevention and control of the implementation of laws and regulations within the party,especially“Qian Mu system trap”,the idealization of the internal regulations of the party,the inaction of leading cadres,the“violation”in accordance with regulations,and the unbalanced supervision,so as to effectively prevent the risks of the implementation of the internal regulations.
