西部地区基本公共文化服务发展水平实证研究--以四川省为例

摘　　要：西部地区是我国基本公共文化服务建设的重点和短板。为了解我国西部地区基本公共文化服务发展态势,文章以四川省为例,构建其基本公共文化服务发展水平指标体系,采用熵权TOPSIS法和变异系数法,对2013-2017年四川省21地市州的基本公共文化服务发展水平进行纵、横向测量。实证结果表明:四川省内基本公共文化服务发展水平的区域差异在不断扩大,其中在公共文化财政投入上的差异最大;四川省内基本公共文化服务发展水平整体上呈现出由西北向东南陡然递减的空间格局,基本公共文化服务发展水平总体较高的地市州主要为经济发展水平较高地区、人口稀少的"三区"等两种类型;公共文化服务产品和公共文化财政投入是影响发展水平差距的关键因素。The western region is the focus and shortcoming of the construction of basic public cultural services in China.The article takes Sichuan Province as an example to get a comprehensive understanding of the development situation of basic public cultural services in western China.After constructing the indicator system for Sichuan’s basic public cultural service development level,TOPSIS method based on entropy weight and the coefficient of variation method are used to carry out the measurement of development level of basic public cultural services in 21 cities in Sichuan Province during 2013-2017 from longitudinal and lateral angles.The empirical results found:the regional differences in the development level of basic public cultural services in Sichuan Province are constantly expanding,among which the differences in public cultural finance investment are the greatest;the development level of basic public cultural services in Sichuan Province shows a spatial pattern that decreases sharply from northwest to southeast;the cities with higher development level of basic public cultural services are divided into two types:the areas with better economic development and the“three districts”with sparse population;public cultural service products and public cultural finance are the key factors affecting the gap in development level.
