科技财政能否透过创新链提升创新成果产业化绩效

摘　　要：本文基于创新链视角,探讨科技财政补贴对创新成果产业化的作用效果。以江苏省为例研究发现,科技财政补贴对创新成果产业化绩效有正向促进作用。其中,在专利申请环节,科技财政补贴发挥正向调节效应;在专利维护环节,专利侵权纠纷对创新成果产业化及其财政扶持效应均有负面作用;在成果转化环节,科技财政补贴对校企合作、研企合作及产学研金合作有显著正向调节效应。此外,在不同规模企业成果转化能力对创新成果产业化的影响中,中型企业科技财政补贴效果相对较好,而大型和小型企业效果不良。随着专利侵权纠纷程度的加深,科技财政补贴对不同规模企业创新成果产业化的作用出现分化,大型和中型企业所受影响较小,而小型企业却深受其害。From the perspective of innovation chain,the effect of financial subsidies on the industrialization of innovation results was discussed.Taking Jiangsu Province as an example,it is found that technology financial subsidies have a positive effect on the industrialization performance of innovation results.In the patent application process,technology financial subsidies play a positive regulatory effect;In the patent maintenance process,patent infringement disputes have a negative effect on the industrialization of innovation results and the role of financial subsidies;In the transformation process,the financial subsidies have a significant positive regulating effect on the school-enterprise cooperation,R&D-enterprise cooperation,and industry-university-research-funding cooperation.In addition,in the impact of the transformation capacity of different scales enterprises on innovation industrialization,the effect of subsidies for medium-sized enterprises is relatively good,while the effects of large and small enterprises are not good.With the deepening of patent infringement disputes,the role of subsidies on different scales enterprises has been divided,large and medium-sized enterprises have been less affected,while small enterprises have suffered.
