摘  要:本文基于创新3.0范式构建区域创新生态系统资源整合模式,提出构建以产业链、创新链等链条为依托,以创新种群、创新群落等复合主体为主导的资源整合模式,并将其应用到京津冀创新生态系统资源整合路径和机制研究。首先梳理总结京津冀创新资源整合现状,提出创新种群多样性有待提高、创新群落数量较少、创新链产业链区域布局不合理等问题并分析了问题成因。然后针对存在问题提出面向地方特色产业创新群落的资源整合路径、面向传统产业链创新链融合的资源整合路径、面向高端高新产业链创新链的资源整合路径,并从细化功能定位、强化激励机制、深化主体合作、优化服务生态4个方面研究了京津冀创新生态系统资源整合机制。Based on the 3.0 innovation paradigm,this paper studies resource integration model of regional innovation ecosystem and applies it to study path and mechanism of resource integration for innovation ecosystem of Beijing-Tianjin-Hebei region.First of all,this paper summarizes the current situation of the integration of innovation resources in Beijing-Tianjin-Hebei region,puts forward the problems such as the lack of diversity of innovation population,the small quantity of innovation community,and the unreasonable regional layout of innovation chain and industry chain,and analyzes the causes of the problems.Then,according to the existing problems,the paper puts forward the resource integration path for innovation community with local characteristic industry,coordination of the traditional industry chain and innovation chain,and construction of the high-tech industry chain and innovation chain,and studies resource integration mechanism from four aspects:refining the functional positioning,strengthening the incentive mechanism,deepening the cooperation among different subjects and optimizing the service ecology.
