摘 要:旅游业作为国家社会经济发展“三驾马车”中拉动内需的重要一环,在促进就业和服务业转型升级的过程中发挥愈加重要的作用。其发展战略应当放置于特定的国家高质量发展战略视角下来审视。本文从“中等收入陷阱”切入,通过对20世纪70-80年代日本跨越“中等收入陷阱”阶段旅游业研究,探讨旅游业发展战略与国家高质量发展战略之间的互动关系,提出日本经验对中国旅游业发展在认识层面的启示是:需要从战略高度认识旅游发展在跨越“中等收入陷阱”中的作用,旅游业是应对跨越“中等收入陷阱”时期系列不平衡的一个抓手;在实务层面的启示是:应当将旅游发展与拉动内需、平衡区域发展等国家战略相结合,与“一带一路”建设、平衡国际贸易等国家战略相结合,与满足人民美好生活需要的国家战略相结合。Tourismas an important part of stimulating domestic demands in the so-called country's socio-economic troika,plays an important role in the transformation and upgrading of the service industry.Its development strategy should be viewed from the perspective of a specific national strategy.This article cuts through the“middle income trap”and studies the interactive relationship between the development strategy of the tourism industry and the national strategy through Japanese tourism industry research that crossed the‘middle income trap’in the 1970s and 1980s.It is necessary to understand the role of tourism development in overcoming the‘middle-income trap’from a strategic perspective.At the practical level,the enlightenment is that tourism development should be combined with national strategies such as stimulating domestic demand and balancing regional development,with national strategies such as‘Belt and Road Initiative’and balancing international trade,and meet people's needs for a better life.
