摘　　要：目的了解大连市两级疾控机构职业卫生检测能力,为加强职业卫生工作提供依据。方法2019年7月使用统一问卷,对1个市级、13个区县级疾控机构进行普查。结果大连市有1个市级、13个区县疾控中心,13个区县级疾控中心都没有设置独立的职业卫生机构,有职业卫生专业人员的仅有2个县区,具有部分职业病危害检测能力的有3个,有相关仪器设备的有5个。地市级疾控中心有检测服务资质,有独立科室,有职业卫生专业人员25人,副高级以上职称占52.00%,硕士研究生以上占60.00%;拥有职业卫生现场检测仪器设备98台套,实验室检测仪器设备32台套。回答仪器设备不足的占50.00%,回答财政经费投入不足的占42.86%,认为职能定位及职责划分不明确的也是42.86%,认为专业人员难于招聘的占35.71%,认为工作场所和实验室条件不足的也是35.71%;回答政策保障与管理措施不到位的占28.57%,回答收费政策影响的占14.29%,回答绩效考核方式不合适的也占14.29%。结论大连市疾控机构职业卫生监测能力未能得到充分发挥,主要问题集中在职能定位划分不明确、经费不足、设备不足。Objective To understand the testing ability of occupational health in 2 level disease control institutions in Dalian city,so as to provide the basis for strengthening occupational health work. Methods Using the unified questionnaire,1 city-level disease control institutions and 13 district-level or county-level disease control institutions were surveyed in July 2019. Results There were 1 city-level and 13 district-level or county-level disease control institutions in Dalian city,no independent occupational health institutions have been set up in the disease control centers of 13 districts and counties.Only 2 counties and districts had occupational health professionals,3 had the ability to detect some occupational hazards,and 5 had relevant instruments and equipment.The city-level CDC had the qualification of testing service,independent departments,25 occupational health professionals,52.00% of them had the title of deputy senior or above,60.00% had the master degree or above;there were 98 sets of on site testing instruments and equipment and 32 sets of laboratory testing instruments and equipment.50.00% of respondents considered the lack of instruments and equipment,42.86% of them responded to the lack of financial investment,42.86% thought that the function orientation and responsibility division were not clear,35.71% thought that it was difficult to recruit professionals,35.71% thought that the working place and laboratory conditions were insufficient,28.57% responded to the lack of policy guarantee and management measures,14.29% responded to the impact of charging policies,and 14.29% of them didn’t answer the performance appraisal properly. Conclusion The testing ability of occupational health of disease control institutions has not been fully developed,the main problems are unclear division of functions,lack of funds and equipment.
