完善现行矿业权人勘查开采信息公示制度的建议

摘　　要：矿业权人勘查开采信息公示工作是矿产资源勘查开采监督管理方式的重大转变,优化信息公示制度对于提高矿产资源监管水平具有重要意义。本文通过分析全国信息公示工作进展情况,总结了信息公示工作中存在的问题,并提出对公示制度的修改意见。本文认为:目前信息公示工作中存在着部分矿业权人信息填报质量不高、填报指标与现行政策要求不一致、抽查范围限定不够明确、异常名录和严重违法名单管理要求不明确等问题。针对这些问题,提出以下建议:进一步明确信息公示工作职责分工,明确矿业权人信息填报要求,明确抽查要求,优化实地核查人员结构和核查要求,细化异常名录和严重违法名单管理,细化监督管理要求,修改完善公示信息指标等。The mining rights exploration and mining information publicity work is a major change in the supervision and management of mineral resources exploration and mining.Optimizing the information publicity system is of great significance for improving the supervision level of mineral resources.This paper analyzes the progress of the national information publicity work,summarizes the problems existing in the work,and studies and proposes the revision opinions of the publicity system.According to the research,there are some problems in the information publicity work at present,such as the low quality of information submitted by some mining rights holders,the mismatch between indicators and current policy,the indeterminacy of detailed sampling,unclear management requirements of the list of abnormalities and the serious illegal.In response to these problems,the research proposes the following suggestions:to further clarify the division of responsibilities,clarify the information filing requirements of mining rights holders,clarify the requirements for spot checks,optimize the structure and verification requirements of field inspectors,refine the list of abnormalities and manage and refine the list of serious violations.Supervise management requirements,modify and improve publicity information indicators.
