东京2020年奥运会赛事延期交付的多维影响与应对之道

摘　　要：新型冠状病毒肺炎疫情导致东京2020年奥运会被迫延期。作为兑现申办承诺关键、评估城市能力标尺、履行主办合同基石的赛事交付受到影响与冲击。延期影响了赛事交付主体的组织运行,打乱了赛事交付进程的预定安排,冲击了赛事交付业务的顺利办理,增加了赛事交付成本的不确定性。赛事交付各方应整合组织资源、形成团结办赛的合力,科学设计、尽快出台延期后的赛事交付时间表,统筹规划、确保赛事交付任务的完成,开源节流、共担延期交付赛事的成本,最终减少延期对东京2020年奥运会的不利影响。The COVID-19 pandemic has forced the Tokyo 2020 Olympic Games to be postponed.As the key to fulfilling the bidding commitment,assessing the city's ability scale,and fulfilling the cornerstone of the hosting contract,the delivery of the games was affected and impacted.The delay has affected the organization and operation of the subjects of the games delivery,disrupted the scheduled arrangement of the games delivery process,impacted the smooth handling of the games delivery business,and increased the uncertainty of the games delivery costs.All parties of the Games delivery should integrate and organize resources and form a joint effort to organize the event;they should scientifically design and issue a postponed Games delivery schedule as soon as possible,and make an overall plan to ensure the completion of the games delivery task.Also,they should broaden sources of income and reduce expenditure,and share the cost of postponing the Games delivery,so as to ultimately reduce the adverse impact of the postponement on the Tokyo 2020 Olympic Games.
