不完全契约视角下家庭医生签约服务提质增效分析

摘　　要：基于不完全契约理论,对家庭医生签约服务协议内容进行分析。本研究发现居民和家庭医生之间的签约服务是一种不完全契约,容易出现道德风险等问题,影响签约服务的质量与效果。建议通过完善家庭医生团队的激励考核机制、加快制度建设完善立法体系、引导利益相关者参与签约服务协议制定、利用声誉机制约束机会主义行为等措施促进家庭医生签约服务发展。Based on the incomplete contract theory,the content of the family doctor contract service agreement was analyzed.It was found that the contract service between the residents and the family doctor was an incomplete contract,which was prone to moral hazard and other issues,affecting the quality and effect of the contract service.It is suggested to promote the development of family doctor contracting services by improving the incentive assessment mechanism of family doctors,accelerating institutional construction and improving the legislative system,guiding stakeholders to participate in the signing of service agreement agreements,and using reputation mechanisms to constrain opportunistic behaviors.
