摘 要:重大传染性疾病作为全人类需要共同面对的四大非传统安全威胁之一,是涉及国家安全和国民健康的重大问题。在信息网络时代,有效的传染病疫情信息不仅有利于公众及时了解并预防传染病,还有利于提高传染病预警和防控能力。信息网络环境下,亟需构建一个矩阵式网络联动机制,从构建以CDC为主导的国家传染病预警信息网络系统到疫情防治中的信息公开化机制,再到群防群治的信息网络化机制,通过充分利用科技进步所衍生的信息网络系统整合分散的疫情信息,调动各方力量进行网络联动,实现信息透明化和提高信息预警功能,从而更加科学、有效地进行疫情防控,保障公民身体健康。Major infectious diseases,as one of the four non-traditional security threats facing all mankind,are major issues concerning national security and national health.In the information network era,the effective information on infectious diseases is not only conducive to the public's timely understanding and prevention of infectious diseases,but also conducive to improving the ability of early warning and prevention and control of infectious diseases.In the information network environment,it is urgent to build a matrix network linkage mechanism between the national infectious disease early warning information network system dominated by the CDC,the openness of information in the prevention and control of epidemics and the information network for mass prevention and treatment.The information network system derived from the science and technology advance is used to integrate scattered epidemic information,mobilize all parties to carry out network linkages,realize information transparency and improve information early warning functions,so as to more scientifically and effectively prevent and control the epidemic and protect the health of citizens.
