科研统计系统设计存在的问题及优化建议--以教育部高等学校科研统计系统为例

摘　　要：以教育部高等学校科研统计系统为例,介绍了现行科研统计系统,指出系统设计存在指标脱离实际、设计不周全、系统操作设计不合理等问题.针对系统存在的问题,提出了从实际出发设计指标体系,提高数据信度;加强统计部门的交流,完善核心指标设计;加强系统的人性化设计,简化操作等解决办法,以适应实际需求,提升科研统计信息化水平.Taking the statistics system for scientific research of higher education institutions of the Ministry of Education as an example,we introduced the current scientific research statistics system and pointed out the problems in the system design,such as the index being divorced from reality,the design being not comprehensive,and the system operating design being unreasonable.Aiming at the problems in the system,we proposed the countermeasures:to design the index system based on the reality to improve the reliability of the data;to strengthen the communication between statistical departments and perfect the design of core indicators;to strengthen the humanized design of the system and simplify the operation,so as to satisfy the actual needs and improve the level of scientific research statistics informatization.
