摘 要:通过梳理北京市节能减排管理政策及新形势下所面临的问题,研究提出基于网格化的区域节能减排精细化管理框架与图集,逐步将以职能分割管理为特征的节能减排体系转向以能效为核心的节能减排精细化管理体系,实现跨学科和职能部门数据耦合,深化新增能耗的精细化管控和利用能力,解决节能减排管理过程中存在的数据分散、分割管理和指标下达科学性等问题,为决策优化提供支撑,为节能减排管理提供一种新的模式。By combing the management policies of energy conservation and emission reduction in Beijing and the problems faced in the new situation,this paper studies and puts forward a grid based regional energy conservation and emission reduction refinement management framework and atlas,gradually turning the energy conservation and emission reduction system characterized by functional division management to the energy conservation and emission reduction refinement management system with energy efficiency as the core,realizing the cross disciplinary and functional department data coupling,and deepening the new To increase the fine management and control and utilization capacity of energy consumption,solve the problems in the process of energy conservation and emission reduction management,such as data dispersion,division management and scientific release of indicators,provide support for decision optimization,and provide a new mode for energy conservation and emission reduction management.
