新农保参与、劳动力迁移与农村老年人经济供养--基于CHARLS数据的实证分析

摘　　要：以成年子女劳动力迁移为中介变量,利用CHARLS数据,采用Tobit面板模型、工具变量法以及中介效应模型,实证检验了老年父母新农保参与对成年子女经济供养行为的影响及其机理。结果发现:老年父母新农保参与行为会显著"挤入"成年子女的经济供养,使老年父母的经济福利水平得到双重提升;成年子女劳动力迁移行为在老年父母新农保参与影响成年子女经济供养行为中起到部分中介作用,提升了老年父母经济福利水平。因此,要增强社会养老保险带来的福利效应,须在逐步提高基础养老金标准和政策补贴力度的基础上,切实保障农村劳动力迁移者的合法权益。Taking the migration of young labor force as a moderating variable,the paper uses Tobit panel model,instrumental variable method as well as intermediary effect model to empirically test the impact and the mechanism of elderly parents' new rural pension participation on adult children's economic support behavior based on data from CHARLS(China Health and Retirement Longitudinal Study).The results show that the new rural pension participation behavior of the elderly parents significantly“crowds into”the economic support of adult children,which will double the economic welfare of elderly parents;The migration of adult children's labor force plays the part of the intermediary role in the impact of elderly parents' new rural pension participation on the economic support of adult children,which improves the economic welfare of elderly parents.Therefore,it is suggested that the social welfare of social pension insurance scheme should be strengthened.The legal rights and interests of rural labor migrants must be effectively protected on the basis of gradual improvement in basic pension standards and policy subsidies.
