区域公共文化精准服务路径研究--基于《长三角洲区域一体化发展规划纲要》视角

摘　　要：区域公共文化精准服务是实现不同区域、城乡以及社群公共文化服务一体化发展的重要途径,是我国政府公共服务职能的有效组成部分。文章以区域一体化上升为国家战略为契机,从《长三角洲区域一体化发展规划纲要》的视角,解读《纲要》中与公共文化服务相关的核心内容,分析《纲要》对于区域公共文化精准服务的各个主体定位、服务方式上的指导与影响效用,并从精准投放文化资源、引入用户画像技术开展用户研究、建立公共文化服务一体化平台、制定精准服务考核与评估机制四个方面论述我国区域公共文化精准服务的路径。Precise regional public cultural service is an important way to achieve the integrated development of public cultural services in different regions,urban and rural areas,and communities,and it’s also an effective part of our government’s public service functions.The article takes the rise of regional integration as a national strategy as an opportunity to interpret the core content related to public cultural services in the“Outline”from the perspective of Outline of Development Plan for Regional Integration in the Yangtze River Delta.It also analyzes the guidance and impact of the“Outline”on the positioning and service methods of various subjects of regional public cultural precision services,discuss the path of precise service of regional public culture in China from the precise investment of cultural resources,the introduction of user portrait technology to carry out user research,the establishment of an integrated platform for public cultural services,and the development of precise service assessment and evaluation mechanisms.
