摘  要:经济社会是非线性的复杂系统,这意味着旨在促进某一特定方面的政策往往会产生意想不到的结果。基于多Agent主体的模型可以从经济社会中的微观个体出发,通过对其基本特征和相互作用的设定,模拟并观测复杂系统下的演化结果。本文结合基于多主体的代理模型在政策评估中的应用,以环境规制政策的制定和变动为例,探究不同的外部条件如何影响企业自主的污染治理创新与社会污染处理情况。结果显示强制性命令因污染物交易价格的变动而效果有限;市场激励政策强度存在门槛值与最优区间,强度过低则无法达成规制目标;两类规制政策可能会相互干扰产生意外效应:过于苛刻的强制命令会破坏企业创新处理的市场环境,市场激励强度过高又会激励市场产生更多的污染物。Economic society is a non-linear complex system,which means that policies aimed at promoting a particular aspect often produce unexpected results.Based on the multi-agent agent model,we can simulate and observe the evolution results of complex system by setting the basic characteristics and interaction of the micro individuals in the economic society.Combined with the application of agent model based on Multi-Agent in policy evaluation,taking the formulation and change of environmental regulation policy as an example,this paper explores how different external conditions will affect the independent pollution control innovation of enterprises and social pollution treatment.The results show that the effect of mandatory order is limited due to the change of pollutant transaction price;the intensity of market incentive policy has threshold value and optimal range,some intensities are too low to achieve regulatory objectives;two kinds of regulatory policies may interfere with each other and produce unexpected effects:too harshed mandatory order will damage the market environment of enterprise innovation processing,and too stronged market incentive intensity will stimulate the market produce more pollutants.
